If off-shore drilling is so bad, why are we making this loan?

The U.S. is going to lend billions of dollars to Brazil's state-owned oil company, Petrobras, to finance exploration of the huge offshore discovery in Brazil's Tupi oil field in the Santos Basin near Rio de Janeiro. Brazil's planning minister confirmed that White House National Security Adviser James Jones met this month with Brazilian officials to talk about the loan.

Hold on. Obama and the Democrats have gone to great lengths to stop off-shore drilling in the US because of alleged environmental harms. But now the Obama administration is funding off-shore drilling in Third World countries? Is that economic imperialism? Environmental racism? Or just a desire to make the US even more dependent on foreign oil than it currently is, despite the fact that we have resources in this country that could render us energy independent for decades.
