Let me remind my readers where the power of the purse -- including the power to tax -- is placed by the US Constitution.
Article I Section 7 Clause i
All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.

Article I Section 8 Clause i
The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;
Got that -- Congress, not the President, is the place where the power to impose taxes was delegated by the Framers in 1787. The President therefore has no power to impose a tax.
Which apparently will not stop Barack Hussein Obama, President of the United States and Super-Duper Constitutional Scholar, from imposing taxes not authorized by Congress.
The Obama administration is weighing plans to circumvent Congress and act on its own to curtail tax benefits for United States companies that relocate overseas to lower their tax bills, seeking to stanch a recent wave of so-called corporate inversions, Treasury Secretary Jacob J. Lew said on Tuesday.
Treasury Department officials are rushing to assemble a broad array of options that would “change the economics of inversions,” Mr. Lew said. Options are still being developed although no final decision has been made about whether to go forward with administrative action to strip away tax incentives for the deals.
"No decision has been made"? I don't believe it. But even if that is true, the mere fact that Obama and his minions are discussion this course of action ought to trouble every American. After all, to have a president who is actively plotting to act outside of the scope of his constitutional authority because he cannot get his program through Congress is a flagrant violation of the oath of office that said president took. You know, this one.
Article II Section 1 Clause viii
Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation:—"I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States."
Yeah -- he is supposed to "faithfully execute the Office of President of the United States" and "preserve, protect and defend the Constitution of the United States." He does neither when he ignores the constitution and exercises powers that belong to one of the other branches of government. Instead, he is violating one of the key duties of the president -- ensuring that the laws are faithfully executed. Making unilateral changes to the laws is the exact opposite of ensuring their faithful execution.
Of course, we should not be surprised by this course of action. We have seen Obama make many changes to one law -- the "Affordable Care Act" -- as well as fail to faithfully enforce our nation's immigration laws by implementing a law -- the Dream Act -- not passed by Congress. What's more, he and his minions are working on a general amnesty for illegal aliens -- which would amount to another failure to ensure the faithful execution of statutes duly passed and signed into law. Of course, his actions related to illegal immigration run afoul of this constitutional provision:
Article I Section 8 Clause iv
The Congress shall have the Power. . . To establish an uniform Rule of Naturalization. . . .
Such actions merit impeachment and removal -- but given that Obama's fellow Democrats in the Senate place party ahead of country, his removal will not happen even if the House were to impeach him with the knowledge that said proper exercise of their constitutional duty would be fruitless. We know, therefore, that impeachment is off the table.
Let us simply hope and pray that we still have enough of a constitution left in 2016 for that presidential election to even matter.
H/T Patterico -- who notes the following:
This is one of Obama’s craziest ideas, and that’s saying something. Taxation without representation, I remind the reader, was thought to be a legitimate reason to overthrow the government in revolutionary times.
No wonder Obama and his minions deem the Tea Party, honorably discharged veterans, and folks who revere the Constitution to be greater threats to the government than the Islamists who we have waged war against for over a decade.
